You cannot utilize phosphate properly.

Phosphate is important for various functions in the body. Phosphate is important for bone hardness, for example. You have insufficient phosphate in your body. Or a specific protein is not working properly for you. This protein puts phosphate into bone. If too little phosphate is put into bone, it may no longer be as hard. Or the bone may not grow properly. The disease can be caused by other diseases or be congenital – you were born with it.
